Information need not be in compiled form

The CENTRAL INFORMATION COMMISSION in CIC/CC/A/2015/001108/SB held that

The Commission notes that in the case of Rakesh Saraf v. Director General of Systems and Data Management, CBEC, CIC/SS/A/2011/901105 dated 05.12.2011 the Commission had held that:

 “The Commission is also of the view  that since the information exists and is held by the Respondent;   therefore,   selectively   picking   a   portion   of   such   information   will   not   amount   to creation of fresh information under the RTI Act.”

 In this case,  the information sought in the RTI application can be culled out from the existing database and hence, it would not amount to creation of information as it would have been extracted from a larger database. Hence, in this case the CPIO did not discharge his responsibility properly.
