Can a witness be called for the second time?
Under Rule 14(15) of the CCA Rules, the Inquiring Authority may at its
discretion allow the Presenting officer to re-call witness. In the event of a
witness being re-called and re-examined, care must be taken to provide to the
opposite side an opportunity to cross-examine the witness as well. This is not
at the discretion of the Inquiring Authority – but a mandate of the principle of
natural justice which requires providing reasonable opportunity of defence
