The onus of providing that denial of information was justified is on the PIO and no justification has been offered by the respondent for denying the information. Denial of information can only be justified based on the provisions of Section 8(1) and the PIO has to give reasons based on which the information was denied. Since no justification has been offered it appears that the denial of information was without any reasons...”
