Public demonstration in honour of Government servants.—Save as otherwise provided in these rules no Government servant shall, except with the previous sanction of Government,- receive any complimentary or valedictory address; accept any testimonial or attend any public meeting or entertainment held in his honour; or take part in the presentation of a complimentary or valedictory address, or of a testimonial to any other Government servant or to any person who has recently quitted the service of Government; or attend a public meeting or entertainment held in honour of such other Government servant or person; or take part in the raising of a fund to be expended in recognition of the services of any other Government servant, or of a person who has recently quitted the service of Government for any purpose whatsoever.
