11. The Commission heard both the parties and directed the Respondents to locate copies of the correspondence which the Appellant had desired to see and provide copies of the same to the Appellant. In case these were not available with the Respondents, the Respondents shall fix responsibility on the concerned officials who were responsible for keeping the record of this correspondence in safe custody. They were also directed by the Commission that in case documents required for furnishing the information sought for by the Appellant were not available with Air India, the Respondents must re-construct the entire file as the Applicant has contended that some mischief had been played by his employer in withholding his increments.
