What are the limits to availing the right to constitutional remedies?

 1. If a person has already filed a writ petition in the High Court for a particular issue, he cannot now file a second petition in the Supreme Court seeking relief under the same writ.

 2. Although there is no time limit for filing a writ petition, the Supreme Court or the High Court can refuse to grant relief to the petitioner if there is unnecessary delay in filing the petition, which would result in the compulsion to take a decision.
