TO INITIATE LEGAL ACTION AGAINST ILLEGAL APPOINTMENT OF VICE CHANCELLOR.
PRAYER TO DIRECT THE MINISTRY OF EDUCATION TO INITIATE LEGAL ACTION AGAINST XIM UNIVERSITY (PRIVATE UNIVERSITY), BHUBANESWAR, ODISHA, FOR ILLEGAL APPOINTMENT OF Fr. ANTONY R. UVARI AS VICE CHANCELLOR.
Dear President of India,
I am writing to bring to your attention a matter of utmost concern regarding the recent appointment of Fr. ANTONY R. UVARI as the VICE CHANCELLOR AT XIM UNIVERSITY, BHUBANESWAR, ODISHA. It has come to my attention that this appointment was made in clear violation of the statutory requirement outlined in SECTION 7.3 of the UGC REGULATIONS 2018, as well as the SUPREME COURT DIRECTION dated 10.11.2022 in Civil Appeal No. 8184 of 2022.
The UGC Regulations 2018, particularly Section 7.3, clearly stipulate the constitution of the Selection Committee, which requires the presence of an expert from a different discipline to ensure an unbiased and comprehensive selection process. Additionally, the Supreme Court Direction dated 10.11.2022 further reinforces the need for adherence to the statutory requirements in the appointment of Vice Chancellors.
Unfortunately, it has come to my attention that the appointment of Fr. Antony R. Uvari as the Vice Chancellor at XIM University was made without fulfilling the aforementioned requirements. This blatant disregard for the UGC Regulations and the Supreme Court Direction raises serious concerns about the integrity of the appointment process and the potential compromises to academic excellence and governance at the university.
In light of these circumstances, I kindly request to direct the Appropriate Authority of the Ministry of Education to take the following actions:
01. Conduct a thorough investigation into the appointment process of Fr. Antony R. Uvari as the Vice Chancellor at XIM University, Bhubaneswar, to ascertain the extent of non-compliance with Section 7.3 of the UGC Regulations 2018 and the Supreme Court Direction dated 10.11.2022.
02. Determine the reasons and circumstances that led to the illegal appointment and assess any potential violations of the UGC Regulations and the Supreme Court Direction.
03. Take appropriate disciplinary actions against those responsible for the illegal appointment and any associated violations.
04. Direct XIM University to rectify the irregularities in the appointment process and ensure future compliance with the UGC Regulations and the Supreme Court Direction.
It is of utmost importance that the Ministry of Education upholds the rule of law and ensures the strict implementation of the regulations and directions set forth by the Supreme Court. By addressing this grievance in a diligent and impartial manner, the Ministry can help restore trust in the appointment process and safeguard the principles of fairness and transparency in the higher education system.
Your attention to this grievance is highly appreciated, and I trust that the President Secretariat will take the necessary steps to rectify the situation and uphold the principles of fairness and compliance.
