RTI on Delayed Delivery of postal articles

Subject: Information as per RTI Act 2005 regarding status of postal instruments to the address {Name}, {Address}.
Respected Sir,
SPIO, Taluk Office , Meenachil , Pala, Kottayam District, Kerala had dispatched an RTI reply to me in the above mentioned address on 17/09/2015. Till now I have not received it. When I enquired with the Postman, he is claiming no instruments reached him for the above mentioned address.
1. Kindly provide me a report on the status of the above mentioned RTI reply especially, why it is not delivered to me.
2. Kindly provide me a list of all postal instruments for me in the above mentioned address for the period 01-06-2015 to 01-06-2016 with the following details (From Address, Date, and Status).
3. Kindly provide me a copy of all rules and regulations pertaining to remedy available to me if the postman is not delivering the instruments to me.

If the requested information is available in the requested format, Please provide copy of registers, ledgers or vouchers or any other documents where all those information can be found.
If hard copy is sent by postal/courier service, Please intimate the Tracking Number by email.
As per section 6(3) of the RTI act 2005, In case, the requested information is held by another public authority, I request the PIO to transfer the application or part of it within FIVE days and immediately inform me about such transfer.
