Personal representation to the Governor or the Ministers.— It is improper for a Government Servant who makes any representations to Government through the official channel to approach the Governor or the Ministers with advance copies thereof or with personal repreentations: Provided that a Government servant who has not received any reply to a representation madq to the appropriate authority within three months, may make a written representation to Government with a copy of the representation sent to the appropriate authority and with a statement that no reply has been received to that representation.
